Norway’s Proposed Visitor Contribution Fee  

On 10 April 2025, the Norwegian government has proposed a visitor contribution fee (overnattingsavgift) to support tourism infrastructure, services, and sustainability. The bill, known as Prop. 96 L (2024–2025), has been presented to Parliament (Storting) and scheduled for debate in June 2025. 

Key Points: 

  • Voluntary for municipalities to implement except in Longyearbyen (Svalbard) where proposed to be mandatory. 
  • Fee rate: 3% of room rate (excluding VAT) for all accommodations types, although municipalities may be able to adjust the visitor contribution seasonally. 
  • Local control: Municipalities can decide the time period when to apply the fee and how to use the funds developed with local business engagement. 

While cruise operations are currently exempt (except in Longyearbyen where proposed), the government is exploring introducing visitor contributions from cruise at a later stage.
