A news story in October 2011 circulated that Moscow is planning to tax tourists between €1 and €3 per day, with the money to be used to improve tourist facilities and renovate popular attractions. There is a caveat though and that is that the measure will only be introduced if the number of visitors to Moscow shows a steady increase. The city hopes the number of foreign visitors will reach 6 million people by 2016 (in 2010 the figure was around 4 million).
In 2010 St. Petersburg considered a similar scheme. Governor Valentina Matvienko suggested introducing a special "tourists fee" adding that "$1 per day is no money". To date St. Petersburg has taken this no further.
